SUMMARY

Supervises Pipeline Controllers on a 24 hour swing shift operation. Ensures safe and efficient pipeline operations in accordance with DOT regulatory requirements. Accountable for assisting the Operations Manager with any regulatory, budgeting and projects needs deemed necessary given the business drivers at the time. In addition, he/she is a resource to all of the controllers in their work group for guidance and direction in operations and processes.

RESPONSIBILITIES

  1. Supervises the Pipeline Controllers and day-to-day operations in a safe, environmentally sound and reliable manner.

  2. Maintains Operator Qualification to safely operate and monitor pipeline systems within designated area of responsibility, including the following:

  • Start-up, shutdown, flow adjustments and product changes. Operates and controls pipelines within the safety limits including maximum operating pressure (MOP) and maximum allowable operating pressure (MAOP).

  • Monitoring, reviewing pipeline trends, and maintaining effective product quality through oversight of fuel quality instrumentation, following batch cut procedures, and preventing contamination. Interacts with customers to assist in receipt of product loads.

  • Interprets SCADA data to make informed operational decisions. Maintains a daily shift record of events, reliability, and equipment malfunctions as it relates to Control Center Console and field pipeline activities. Operator Qualified for the console assigned to for shift coverage as needed. SME for personnel inside and outside of Control Center.

  • Provide training for controllers as needed.

  1. Handles daily field requests and/or field projects and ensures that the Controllers have the needed information to perform their responsibilities.

  2. Assists with the design, modification and implementation of operational screens, system enhancements, and SCADA data base cleanups.

  3. Develops and implements Management of Change (MOC’s) for operation required changes and ensures all required documentation is completed.

  4. Works with the Operations Manager ensuring that DOT compliance, company regulations, emergency response, and developed operating procedures are followed.

REQUIREMENTS

  • EDUCATION*

  • Minimum High School Diploma or equivalent is required.

  • Experience*

  • Minimum 5 years of Pipeline Controller experience required. Supervisory experience preferred.

  • Certified Operator Qualified on assigned console(s) required.
